Can I use the 24 V electronic-ignition gas valve (00-410841-00028) in place of a millivolt valve (00-410841-00001)?

Short answer: No. A millivolt valve is operated by a thermopile (750 mV open circuit, about 500 mV under load) through a bleed-gas safety valve. The 24 V electronic-ignition valve has a different operator and is wired to an ignition module. They are not interchangeable, and the ignition module and valve are a matched pair.
